Não só conquistou o Palácio das Laranjeiras como foi reeleito, sem cumprir o acordo de retirar os projetos em favor dos gays. Ex-pupilo de Garotinho, Cabral é o grande responsável pelo projeto que promete tirar o sono da Igreja Brasileira e dar abertura a PLC 122/06.
O projeto que reconheceu a união foi apenas parte de uma série de projetos em favor dos gays. Em sua gestão foi criado o disque denuncia LGBT e incentivou o turismo gay, incluindo o estado na rota da comunidade, elogiando diversas vezes o benefício para o Estado.
